In the movie Harrison Ford, playing the President of the United States, and Glenn Close, playing the Vice-President, are talking on the phone. He's on the plane, she's in an office. She thinks they should give in to some of the terrorists' demands, though not all of them. Harrison Ford disagrees, and here's his argument:

"If you give a mouse a cookie--" says Harrison Ford.
"He'll want a glass of milk," says Glenn Close, understanding that they can't give in at all.
